The increase of the quality of education on the territory of the Municipality is an essential prerequisite for preparing the people there for work and realization on the European labor market.

The educational infrastructure in the Municipality of Kaolinovo has all the traits of the transitional period in the Undergraduate Studies Reform in Bulgaria. The Elementary Schools have been preserved in all populated areas although in some of them one can observe a negative demographic growth over the past years.

On the territory of the District of Kaolinovo there are 18 all-day kindergartens in which there are 344 children in 18 groups. All kindergartens are placed in residential areas with a stable age profile of the population. They will continue playing a supportive social role for enabling the realization of the pedagogic and municipal personnel available at present. The well-preserved infrastructure of institutions for preschool education is a proof of the potential of the Municipality. The lack of a serious demographic problem allows for long-term planning - for over 10 years ahead - for the development of the populated areas and their economic growth.

Meeting the modern tendencies in science development and their implementation in practice as well as providing the necessary educational levels and qualified labor force is an important goal for the Municipal educational policy, which can also be seen in improving the conditions for a high quality education, efficient educational work among the small children and adolescents and reaching a European level in the efficiency of the organization and management of schools. To meet this goal, all efforts need to be concentrated on:

1.Encouraging the implementation of new methods and forms of teaching and education through improving the quality of education; provoking interests towards research and experimentation among school students; applying good tactics for organization and management of the schools by means of delegated budgets.

2.Creating a more favorable atmosphere for a compulsory school education for students up to the age of 16 through:

"Making projects for joint activities with the parents of children who are not attending school.

"Attracting sponsors who can provide outfit, school aids and food to underprivileged children;

"Creating more vocational forms of school education.

3. Enriching and modernizing the material and technical base through:

"Implementing energy-economizing technologies for the school buildings;

"Caring for the free time of the young adults in the District;

"Creating a public dialogue with all ethnic representatives and minorities in the Municipality;

"Working with the talented and gifted;

"Fighting against crime, drug-taking among the young and the sects.
